Enclave Solar – Hyde Park, NY

Located in the Town of Hyde Park, New York, this 2.6-megawatt ground-mounted solar array was developed by Nexamp, Inc., with LRC leading the permitting and site planning efforts. Sited on a 25.01-acre parcel—subdivided from a larger tract to the south—the project was carefully designed to fit within existing open space, avoiding wetlands, debris piles, and forested areas to minimize environmental disturbance.

The lot includes an emergency access road connecting Cream Street to an adjacent subdivision. To preserve a cohesive solar layout, a portion of the road was thoughtfully realigned, allowing for a single, uninterrupted array field.

LRC guided the project through a comprehensive permitting process, including Site Plan and Special Use Permits, a Highway Work Permit from the Dutchess County Department of Public Works, and a coordinated environmental review with USFWS and NYSDEC. Special attention was given to the protection of sensitive species such as the Indiana bat, Northern long-eared bat, bog turtle, and Blanding’s turtle. Mitigation measures included scheduling tree clearing after November 1 to avoid bat roosting season and installing protective fencing around wetlands.

The project received final approval from the Town in June 2019, with site preparation beginning that fall. Construction is expected to be completed, and the array fully operational, by spring 2020.
